Neutral drag coefficients from Chris Fairall's TOGA COARE observations demonstrate the importance of capillary waves for U10 < 7 ms-1. The error bars indicate one standard deviation in the mean. Red lines indicate rising seas, blue indicate falling seas, and green indicates local equilibrium. The dashed line is a model (Smith 1988) without capillary waves. Stresses are well modeled for U10 < 7 ms-1, and well for local equilibrium at greater wind speeds. However, there could be considerable improvement in modeling the influence of sea state on stresses dominated by gravity waves.
