Data from SCOPE (provided by Chris Fairall) are analyzed to demonstrate the influence of rising and falling seas. Swell (red triangles) can cause great variability in the drag coefficient compared to sea states near local equilibrium (green squares) and rising seas (blue circles). Error bars indicate one standard deviation. Stresses for rising seas are greater than for local equilibrium. Note that for wind speeds below the capillary cutoff, the drag coefficient is smaller for rising seas than for local equilibrium. Wave-wave interaction (discussed next) could be responsible.
